Rural communities are often described as places facing population decline and economic challenges. But a new article in Plan Canada by Natasha D’Souza, Ryan Gibson, and Wayne Caldwell highlights a different story. Their research explores how Bruce County, Ontario, has experienced growth and change because of its close relationship with the nuclear sector. The research demonstrates how planners, municipalities, and industry partners work together to address housing, infrastructure, workforce needs, and community development.
Drawing on interviews with planners, economic development professionals, and industry representatives, the article examines how a dominant employer can shape not only local economies, but also planning decisions. The research highlights both opportunities and challenges, including attracting skilled workers, responding to housing pressures, and balancing economic growth with long-term community resilience. The findings remind us that planning plays an important role in helping communities manage growth in ways that support both residents and employers.
