The Community Futures Network of Canada partnered with Selkirk College and the University of Guelph to examine how Community Futures organizations delivered emergency funding to rural and remote businesses during the COVID-19 pandemic. The research examined the Community Futures stream of the Regional Relief and Recovery Fund, which supported businesses that could not access other pandemic relief programs.
The study had two main objectives: to understand the unique value of delivering support through local Community Futures organizations and to identify lessons for future programs. Researchers reviewed program records, compared pandemic support programs, and gathered insights through interviews, focus groups, and a survey of business owners. They explored how local knowledge, established relationships, and personalized support influenced access to funding and outcomes for businesses and communities.
The research was conducted to better understand how locally delivered support can reach businesses and communities that might otherwise be overlooked. By documenting what worked and where improvements are needed, the study provides evidence to help strengthen future emergency responses and business support programs across rural and remote Canada.
