Rural communities across Western Ontario are facing ongoing workforce challenges — from labour shortages to attracting and retaining new workers. At the 2025 Western Ontario Wardens Caucus (WOWC) Conference in London, Ontario on October 17, Dr. Ryan Gibson, Libro Professor of Regional Economic Development at the University of Guelph, delivered a presentation titled “Place Matters – Lessons in Workforce Development.”
Drawing on research and collaboration with rural municipalities, Dr. Gibson emphasized that “place matters” — local context and community assets must be at the centre of workforce strategies. He highlighted that successful rural approaches are asset-based, community-centered, and entrepreneurial, supported by strong regional collaboration and “whole community” planning.
The presentation explored the realities of Ontario’s workforce today, including business struggles to attract employees and the growing importance of newcomer attraction, housing supports, and local training programs. Dr. Gibson showcased innovative case studies where businesses, associations, and local governments are taking creative steps — from offering housing and education subsidies to developing welcoming community strategies.
A key theme is that no single organization can solve these challenges alone. Effective workforce development depends on partnerships among municipalities, businesses, educational institutions, and community organizations. Dr. Gibson also introduced the upcoming Blueprints to Prosperity project — a three-year initiative beginning in late 2025 to share lessons from major manufacturing investments and inform future policy.
